Dacia
Dacia province is now playable, with three unique Provincial Spirits:
- Infantry Predominance: Gain +1% War Power for each 1% infantry in the army composition, up to +25%.
- Carpathian Riches: Gain +25% Tile Output on core Hill and Mountain tiles.
- Highland Administration: Reduce Governing Cost on core Hill and Mountain tiles by 25%.

Dacia also comes with 10 historical events spanning 213–454 AD and six new missions, including a shared Constantinople mission. These offer opportunities to expand into Moesia or Pannonia, secure ports on the Black Sea and Mediterranean, adopt Thracian culture while preserving Dacian customs, and form the Hunnic Empire.
Moesia
Moesia province is now playable, with three unique Provincial Spirits:
- Military Supply Network: Reduce Army Maintenance by 1% for each Castra or Citadel on a core tile, up to a 25% reduction.
- Military Taxation: Gain +0.5% Land Tax for each 1% Actual Conscription.
- Sanctioned Conquest: Reduce the Warmonger Penalty by 50%.

Moesia also comes with 10 historical events spanning 196–599 AD and six new missions. These offer opportunities to conquer Dacia and Dalmatia, establish a Mediterranean foothold, secure Constantinople, and strengthen an expanding realm.
Culture Conversion
- Added an action to convert a core tile to its province's dominant culture using diplomatic points, with a 12-month cooldown.
- Conversion cost scales with tile upgrades and previous conversions, and is affected by culture, religion, and legacy upgrades.
- Culture conversion unlocks with Civic Assembly.

Hunnic Empire
- From 450 AD, Dacia and Pannonia can form the Hunnic Empire once the Huns are no longer on the map and all Hunnic starting tiles have been annexed and cored.
- Forming the Hunnic Empire grants +100 Governing Capacity and unlocks Proclaim Conquest.
- Proclaim Conquest grants a 5-year Conquest Mission casus belli against a province sharing a land border whose attitude towards us is negative.
- Proclaim Conquest has a 5-year cooldown and no resource cost.
Technology Unlocks
- Relocating the capital and establishing regional capitals now unlock with Curial Reform.
Legacy Upgrade Tree Expansion & Balancing
- Added 3 new upgrades granting +2 starting general skill points each.
- Added a +50% infantry, ranged, and cavalry unit power upgrade to the military branch.
- Added a +10% war power upgrade.
- Changed +10 Prestige to +10% Prestige. Added a +10% Prestige.
- Added a +10% tile output upgrade.
- Added 2 upgrades that each reduce culture conversion cost by 10%.
- Moved some upgrades to balance the legacy upgrade tree.
Social Class Agendas
- Added five new agendas: +1 yearly Christian Influence for 5 years, +3 Christian Influence, +1 General Skill Point, +1 Consul Point, and +10% War Power for 5 years.
- Agenda selection now uses the game seed, so available agendas vary between playthroughs.
Other Changes
- Added a todo when a social class agenda is available to adopt.
- Added a todo for casus belli with less than 12 months remaining.
- Fabricated Diplomatic Dispute casus belli now last 5 years instead of 2. Fabricate Casus Belli's cooldown increased from 4 to 5 years.
- Allow trading a fraction of the Trade Capacity.
- Proclaim Crusade now costs 1 Christianity instead of 25 diplomatic points.
- Renamed the Rhosos map tile to Antioch.

0.28 Sneak Peek
Patch 0.28 will add the rest of the Balkan provinces: Achaia, Epirus and Macedonia. A new Christian "Apostolic Sees" mechanic will be added.
