Fixes:

• Multiple updates/fixes to the weather system. This should resolve any issues of weather not loading in particular areas.
  
• Fixed an issue where cloaks were visible if the appearance was an entire character.
  
• Fixed an issue where Lucian was available to get quests even if started Aldric's questline.
  

New:

• Increased the window available to side with Lucian. The window will last until completing "The Shadowflame Huntress" quest for Aldric.
  
• Added weather effects to characters/Armor. Not all are current, but will be updated as we go.
